According to ports and shipping organization instruction, all vessels are obliged
to fly the flag of Islamic Republic of Iran when entering Iranian waters.
Otherwise necessary actions in accordance with regulations will be taken against violating vessel.
INSTRUCTIONS FOR MASTER TO LOAD AT KHARK TERMINAL
Following information are also required by port and shipping organization as well as
customs officials prior vessels arrival at Kharg Island Persian Gulf.
1- Name of the master.
2- Number of the crew on board including master (no of officer + Crew + passenger).
3- Consignee / Charterers.
4- Voyage Number.
5- Flag.
6- Port Of Registry + Registry Number.
7- Destination after Dischge/Ldg.
8- GRT/NRT/DWT.
9- Last Port.
10-Call Sign.
11-Date and place of issue deratting expansion certificate and validity.
In accordance to the latest special rules and regulations enforced by P.S.O (Ports and Shipping Organization), the following items is required by port authority when boarding for issuing port clearance:
A) Safety Equipment Certificate.
B) Safety Construction Certificate.
C) Safety Radio Telegraphy/Telephony Certificate.
D) International Load Line Certificate.
E) International Oil Pollution Prevention.
F) International Tonnage Measurement Certificate.
G) Tonnage Measurement Certificate.
H) Registration Certificate.
i) C.D.C’s and Certificates of Competencies of Crew Checking by P.S.O Inspector.
In the events of invalid certificates or insufficient safety equipments and documentations,
the safe voyage of vessel would be prevented by P.S.O and will not grant port clearance.
Meantime following documents are required by terminal/port authorities upon arrival:-

-Last Port Clearance: Original + 2 Copies
-Radio Class Cert.: One Copy
-Net Tonnage Cert.: One Copy
-Maritime Declaration or Health: Three Copies
-Voyage List: One Copy
-Vaccination List: One Copy
-Crew Personnel Effect Declaration: One Copy
-Ship’s Store List: One Copy
-N.O.R.: Two Copies
Also in consideration of joining the Islamic Republic of Iran to the most international marine and maritime conventions, therefore all vessels calling Iranian port must comply with these conventions rules and regulations.
In this respect the “Port State Control” surveyors are carrying out the safety and technical inspection of vessels in Iranian ports
NEW INSTRUCTION
We would like to inform you that all vessels calling at the Iranian Oil Terminals should advise the terminal authorities of their fully authorized agent at the terminal concerned 72 hours before their arrival.
SPECIAL CONDITIONS AND REQUIREMENTS FOR VESSELS CALLING AT KHARG TERMINAL
All vessels calling at Kharg Terminal must, in addition to international rules and regulations applicable,
comply with the following conditions and requirements and the master must within 72 hours prior to the
arrival of the vessel confirm such compliance to the terminal authorities and the crude oil export operation,
NIOC, Tehran.
It should be noted that NIOC shall have no responsibility for any losses or damages to the vessel in
case of failure to fulfill the said requirements and conditions within the said period.
Any loss or damage sustained by NIOC as a result of such failure shall be compensated by the vessel concerned.
1) V/l registration and IMO Number.
2) Master’s Name and Nationality and Number of Crew.
3) International Net and Gross Register Tonnage.
4) ISM Certificate Issuance / Expiry Dates.
5) ETA Kharg Island. Repeat 72 hrs, 48 hrs and 24 hrs Prior Arrival.
6) Cargo Requirement and Buyer’s / Consignee’s Name.
7) Sequence of Loading if more than one grade is required.
8) Arrival and Departure Draft fwd and aft.
9) Deballasting time before loading.
10) Maximum loading rate.
11) Summer Deadweight and Arrival Displacement.
12) L.O.A and Distance from Bow to Centre of Manifold.
13) Height of Manifold above Sea Level when v/l is ready to Load Cargo.
14) Three Reducers of 16’’ x 12’’ must be available on board.
15) Condition of Derricks or Cranes P and S.
16) Condition of Acc. Ladders P and S.
17) Name approved type of Bow Fittings for Spm Mooring.
18) All cargo tank openings must be closed while tugs alongside.
19) Terminal is operating on Vhf channels 16, 12, 77.
20) Ship-Terminal Final Information Exchange by vhf.
21) Intership V.H.F traffic to be kept clear of channels 16, 14, 12, 11, 10, 9 and 77.
22) Report departure time from Kharg anchorage on channel 12.
23) Free Pratique will be granted upon vessel’s arrival by master’s request.
24) EDP is available. V/l using EDP to cable ship’s figures within 12 hours of sailing.
25) Report and cable anchoring time and position.

27) Mooring Wires must be connected to min of IOM of Nylon Tails.

31) Sufficient number of enclosed fairleads suitable for ship to operation.
32) Sufficient length of wire of not less than 3.5’’ circumference to be used as Emergency Fire Wire fwd and aft.
33) I.S.G.O.T.T. And port safety regulations rigorously enforced.
34) Oil pollution patrol by launch and helicopter around Kharg, ensure clean ballast and pipelines. No oily discharge from any source is allowed.
35) Ensure all exhaust uptakes are closed before berthing to prevent funnel sparking alongside.
36) Ensure propeller is immersed and trim not exceeding 4m. Stern for safe maneuvering.
37) Propeller turning alongside not exceeding 5rpm and strictly monitored.
38) Local Time at Kharg Island from 21st March till 22nd September is gmt +4.5 hrs & from 23rd September till 20th March is gmt +3.5 hrs.
From 01st January 1992, all vessels nominated for lifting/discharging at Iranian Oil Terminal are required
to show the original calibration tables to the port authorities who are concerned with the measuring to
the cargo tanks of vessel nominated, in view of above you are kindly requested to consider the following
items for vessel nominated otherwise, N.I.O.C. shall not be responsible for any delay and demurrages or
any other costs and expenses occurred to those vessels:
A. Vessels calling at Iranian Oil Terminal are required to show original calibration table with original
seal and signature of builders shipyard and if incase vessel came out of general repair,
the seal and signature of independent inspector is required on the original calibration tables.
B. If the name of vessel is changed and the calibration table is written with ex Vessel’s name,
it has to be certified with shipping registered.
C. Description of vessel should be written in English on the original calibration tables.
D. If vessels calling Iranian Oil Terminal can not provide original calibration tables.
Then their loading will be from mother ship and b/l will be issued based on the calibration
tables of mother ship.
Furthermore:
- Vessel ought to arrive with clean ballast.
- In accordance with the latest rules and customs formalities, all prohibited films, books and magazines, explosives, weapons, alcoholic drinks, play card, cigarette, etc, on board of all Vsls calling Kharg Island or any Iranian ports should be kept in bounded store.
- Master is required to Tlx/Cable vessel’s current position immediately and then every 24 hours giving steaming time to dolphin shipping services Tehran
